Objective To develop a cross-region command and dispatching system of the vehicle-borne hospital so as to improve the operation efficiency of the emergency treatment system based on the vehicle-borne hospital. Methods The system was designed in layers, including the application layer of city level command and dispatching system, district and county level command and dispatching system, hospital end system and vehicle dispatching system, the service layer of general service and application support service as well as the resource layer of integrated command and communication platform, computing resources, storage resources, audio and video interactive control platform and vehicle positioning system. Results The system realized the functions of unified alarm reception in the city command center, the display of global emergency situation information and the auxiliary decision-making of first aid, which could complete the cross-region command and dispatching of the vehicle-borne hospital. Conclusion The cross-region command and dispatching system of the vehicle-bone hospital establishes an emergency treatment mode of "vehicle hospital + cross-region command and dispatching", promotes the treatment system based on the vehicle hospital in Tibetan area, and practically provides medical services for farmers and herdsmen in remote areas. 目的:开发一套车载医院跨区域指挥调度系统,从而提升基于车载医院的应急救治体系的运转效率。方法: 该系统采用分层设计,建立包括市级指挥调度系统、区县级指挥调度系统、医院端系统和车载调度系统的应用层,包 括通用服务和应用支撑服务的服务层,以及包括一体化指挥通信平台、计算资源、存储资源、音视频交互控制平台和 车栽定位系统的资源层。结果:该系统实现了市指挥中心统一接警、全局应急态势信息的展现以及急救辅助决策等 功能,可完成车载医院跨区域的指挥调度。结论:车栽医院跨区域指挥调度系统创新建立了“车载医院+跨区域指挥 调度”的应急救治模式,促进了藏区基于车载医院的救治体系高效、协同运转,切实为偏远地区农牧民提供了医疗 服务。 [ABSTRACT FROM AUTHOR]
